AAPSU advices political parties to desist from mixing religion & politics

ITANAGAR, Feb 15: The All Arunachal Pradesh Students' Union (AAPSU) has criticized the All India Congress Committee and Minister of State for Home Affairs, Kiren Rijiju for indulging in verbal duel over conversion and Hindu population issue by embroiling the state of Arunachal Pradesh.

In a release, the apex student union in clear terms said that Arunachal is a hundred percent indigenous tribal dominated state and mudslinging each other for petty political gain at the expense of the state's name should be stopped from here on out.

"The political parties should desist from mixing religion and politics more so when it concerns the sentiments of indigenous people," the AAPSU warned.

While reiterating its earlier demand for posting of a regular Governor, the Union urged both state and union governments to look into the matter seriously without further delay and stop the practice of appointing caretaker Governor as early as possible.

Further, the AAPSU also appealed to the state government and Education Department to immediately release the stipends/scholarships of the students who are entitled to them, without any hiccups so that the restlessness among the students community due to delay in releasing stipends/scholarship is put to an end.

"The issue of stipend/scholarship has been already included in AAPSUs charter of demands that was submitted to the Chief Minister last month. The AAPSU won't remain silent on any errands on part of the Education Department in respect to the interest of the student's community", the Union added.

 

 

 

Kayakalp Award to Tawang District Hospital and Ruksin CHC

NEW DELHI, Feb 15: The Ministry of Health and Family Welfare has conferred the Kayakalp Award to District Hospital Tawang and Community Health Centre (FRU) Ruksin in a function held at Swarn Jayanti Auditorium, Lady Hardinge Medical College in New Delhi on Wednesday.

The award is a quality assurance programme where it looks into the quality standards of a hospital, right from upkeep of a hospital to quality services to hygiene, sterilization, bio-waste management, and outsourcing of other services not in the hospital.

The winners receive Rs 50 lakhs for district and general hospitals, while CHCs receive Rs 15 lakhs. This has been coined to make government hospitals at par with private hospitals in terms of services and quality assurance.

 

 

 

Ali Aye Ligang celebrated with traditional fervor

RUKSIN, Feb 15: The Mising community of Oyan village in East Siang district, and Kemi-Oirmghat and Leku-Jelom villages of bordering Assam on Wednesday celebrated Ali Aye Ligang, the main agriculture-based festival of the Mising tribe with much enthusiasm.

The celebrations began with hoisting of the Ligang flag and cultural procession, followed by Taku-Kubat and paying homage to Babu Oiram Bori, the pioneer of Mising art and culture, sowing of Sali seeds, besides the traditional Gumrag dance and cultural presentations.

People from all walks of life wearing traditional attires gathered at Oiram Bori Memorial Cultural Complex and offered puja to Kine Naane for bumper harvest. They also took out a cultural procession along the National Highway-52, showcasing their traditional attires and culture.

Oyan Head Gaon Burah, Muhim Pait, Dr Robin Bori, BEO(Pasighat) Daying Pao, Donyi-Polo Tea Estate Assistant Manager, Prafulla Bori and former Union Minister Omak Apang were among various dignitaries who attended the inaugural programme of the week-long festive celebration.

At Ziro, the celebrations began with offering prayers at the traditional altar and ceremonious sowing of rice seeds to mark the beginning of the agricultural festival. This was followed by traditional dancing and singing around the altar, invoking the almighty for a bumper harvest.

Participating in the festivities, Lower Subansiri DC, Kemo Lollen exhorted the Mising community residing at Ziro to keep alive the age old Oyi-Nitom and the traditional folklores. Highlighting the similarities of the tribes under the Tani belt and the Misings, the DC emphasized on the need to establish a peaceful co-existence. Festivals should be a catalyst to unify all of us and spread brotherhood, he added.

Mishmis celebrate Tamladu festival

TEZU, Feb 15: Tamladu, the main festival of the Mishmi community was celebrated with much gaiety at Tamladu Ground on Tuesday. It is mainly celebrated to propitiate the deities for peace and prosperity of mankind.

Art & Culture Minister and chief patron of Cultural and Literary Society of Mishmi (CALSOM), Dr Mohesh Chai  said that art and culture are two very important departments and exhorted the youths to preserve their traditions to be passed on to posterity. He said that he is trying his best to rejuvenate the art and culture ministry during his tenure.

Changlang North MLA, Tesam Pongte spoke at length about traditional practices among various tribes of Arunachal and expressed his happiness at being a part of Tamladu celebration. He opined that culture must be preserved and protected at any cost.

Deputy Commissioner Danish Ashraf also appealed everyone to preserve the age old culture and folklores which are on the verge of extinction. He said that preservation of wildlife is an inherent nature among Mishmis by means of taboos and rituals, and highly appreciated the community's nature-friendly practises. He also exhorted the NGOs and SHGs to actively work towards promoting the same.

The festivities also saw the launch of newly developed writing system of Kaman Mishmi and orthography of Tawra Mishmi. While the former was developed by Sokhep Kri, Barum Masong, Khruleso Ngadong and aided by Dr Roger Blench, the latter saw the collaboration of Johakso Manyu, Jabralum Chaitom and Naina Chai, who were aided by linguist Dr Jonathan Smith.

Special invitees, Mishmi Welfare Society Itanagar unit President Dr Sopai Tawsik emphasized on the need for unification of different Mishmi groups for the betterment of the coming generations, while Dr Rajiv Miso and members of Idu Mishmi Cultural and Literary Society stressed on the early construction of Mishmi cultural and heritage center at Itanagar. Miso also sought support from all walks of life for the same.

Later, there were dance presentations by Mishmi, Idu Mishmi, Nyishi and Idu groups. A fashion show by tiny tots of Tezu turned out to be the star attraction, while famous Mishmi singer Sokhep Kri belted out melodious songs from his collection. The dance troupe Jumping Jacks also gave a highly charged performance.

Tamladu festival was celebrated with much pomp and gaiety at Wakro circle too. The festivities were attended by Parliamentary Secretary for Environment C T Mein, DC Lohit Danish Ashraf, administrative officers, PRI leaders and other public leaders. (DIPRO)

 

 

 

Banks asked to provide loan to genuine unemployed beneficiaries

ITANAGAR, Feb 15: Papum Pare Deputy Commissioner Tai Kaye has requested all the banks to provide loan to all genuine unemployed beneficiaries, so that they could start any venture to improve their economic condition.

The DC was addressing the District Level Review and Advisory Council (DLRAC) meeting of APRB-RSETI held at his conference hall in Yupia on Wednesday.

Taking note of very low settlement of trainees under Rural Self Employment Training Institute (RSETI), the DC, who is also DLRAC chairman, said that concerted effort from all sides is required for benefit of unemployed youths. He further stressed on wide publicity on the training programmes of APRB-RSETI to attract more unemployed youths.

He also asked Director APRB-RSETI to expedite the work for construction of office building for RSETI and assured cooperation from district administration whenever required.

While apprising the DC of various problems that the APRB-RSETI and APRB are facing, APRB Chairman Akshay Kumar requested the SBI to take over the responsibilities of RSETI for ensuring better performance. CEO KVIB, Itanagar S Deb also suggested that APRB- RSETI should be taken over by financially strong banks like SBI for better performance.

DDI D T Akka also pointed out that banks are very uncooperative in sanctioning the loans to beneficiaries under PMEGP, causing undue problems to both beneficiaries and department. Lead Bank Chief Manager J Singh informed that there are many backlog cases which are yet to be cleared. Besides, due to non receipt of subsidy from KVIC or others, banks are hesitant to sanction loan to the beneficiaries, Singh added.

Earlier P B Chetry, Director RSETI highlighted about the aims and objectives of the meeting. He further said that the incapability to start any venture of their own due to financial constraint and also reluctance of bank in sanctioning loan are the reasons for very low settlement rate of trainees.

During the meeting, performance report of all quarters for the year 2016-17, EAP (Entrepreneur Awareness Programme), settlement of trainees, fund position etc were discussed. Training programmes for the year 2017-18 were also approved.

Rural Self Employment Training Institute is an initiative of the Ministry of Rural Development, managed by the banks to encourage and impart training to rural youths to make them economically self sufficient.  (DIPRO)

 

 

 

REILA begins at RGGP

ITANAGAR, Feb 15: The Rajiv Gandhi Government Polytechnic (RGGP) College has begun celebrating the annual games and sports meet REILA (Recreation, Entertainment, Information and Literary Activities), which was declared open by Chief Secretary Shakuntala D Gamlin on Wednesday, in presence of Special Secretary Education Mitali Namchoom and NHPC Executive Director Ronel Kumar.

On the occasion, the student union of RGGP submitted a memorandum to the Chief Secretary seeking construction of boundary wall to stop encroachment of college land, separate road for college and maintenance of existing road.

The students also presented a mega dance donning traditional attire of all the tribes of the state.

Principal of RGGP, Dr A K Triparthi highlighted the history of the college and various initiatives taken by them in the field of skill development. He also appealed to the state government to extend support in order to take the college to greater heights, and assured complete dedication from faculty members in this regard.

Speaking on the occasion, Chief Secretary Shakuntala D Gamlin urged students to aim high and try to and compete with the best minds of the world. "Our students should explore possibilities, go outside the state and look for opportunities. Only waiting for government jobs back home is not an ideal solution," said the CS.

Advocating for harnessing hydro-potential of Arunachal, she said, "Hydropower project will not harm nature and it will help to promote green energy. People should know that dam does not burst."

Executive Director NHPC Ronel Kumar informed about various activities taken by them in the state to support technical institutions. "We have adopted two ITIs in Arunachal. We also want to contribute towards construction of mini-hydel, but I also accept the fact that in the last 15 years, the NHPC has not done much for the state. We are introspecting and are putting every effort to help Arunachal to grow," said Kumar.

The students have been divided into four houses, and will be competing for various sports and cultural events in the REILA, which will end on the 17th of this month.

 

 

 

APYB lambasts Rijiju for his 'declining Hindu population' statement

ITANAGAR, Feb 15: The Arunachal Pradesh Youth Brigade (APYB) has strongly criticized Union Minister of State for Home Affairs, Kiren Rijiju for his recent statement that "Hindu population was decreasing in India as they never convert people, while minorities are flourishing unlike some other countries", and demanded a public apology from him.

In a release, the APYB has termed the statement as irresponsible, immature and said that such unbecoming attitude and statement from a Union Minister is "really unfortunate and unacceptable".

Demanding a public apology from Rijiju, the Youth Brigade also sought his immediate resignation on moral ground for religious polarization with political and communal agenda for his own vested interest, which the organisation claimed would not be tolerated by the people of this state. "The sentiments of the people of this state should be respected and honoured by Rijiju", they added.

The APYB alleged that the voice Rijiju raised about depleting Hindu population is a subject of the RSS and he just echoed the communal polarization statement of RSS Chief Mohan Bhagwat, who recently said that "everyone born in the country is a Hindu. Even Muslims are Hindus by nationality; they are Muslims by faith only".

"We would like to question Rijiju. Why he and his BJP party and RSS want to curtail the right of religion of an individual?' the APYB asked.

Further, they added, "MoS Home Rijiju is a personality with two faces. In Arunachal Pradesh, he has praised Christianity just to get support and votes from the Christian community in the election and at the same time he is playing against the sentiments of Christians and other minority communities to impress the national leaders of BJP and RSS."

"In the recent past also, the BJP and its affiliates have premeditated its effort to polarize the country over cow slaughter and beef eating. We caution BJP, RSS and its leaders not to play communal politics in the near future to divide people in the name of religion, caste and creed," the APYB added.

 

 

 

Discourse bats for core value of Nyokum Yullo

ITANAGAR, Feb 15:    'The core value of Nyokum Yullo should not be compromised and should instead be preserved by every member of the community', the house resolved after an intellectual discourse on "Nyokum Yullo: Change and Continuity", which was held at Dera Natung Government College Itanagar, recently.

The discourse was part of the Nyokum Yullo Golden Jubilee Celebration 2017, organised by the celebration committee.  The house also viewed that effective measures should be taken to preserve, propagate and promote true and core values of Nyokum Yullo festival.   

The intellectual discourse discouraged the deviation of Nyokum festivity by gambling, dice and excessive drinking. It also viewed that steps need to be taken to rationalize the cost of traditional dresses, ornaments, etc.

Stressing on core value of the culture,   PHED Minister Bamang Felix said, "We need to educate the people of the community to imbibe values of Nyokum in their thoughts and actions. Nyokum Yullo should not be celebrated just to slaughter mithuns and indulge in gambling and drinking".

State Chief Information Commissioner Dr Joram Begi , who is also the Chairman of the Celebration Committee highlighted the objectives of the discourse and explained the reason for  choosing the theme, "Nyokum Yullo: Change and Continuity". Dr Begi also observed that "few members from the community who embraced other religions are reluctant to participate in the festival".

In his deliberation, Planning Secretary Dr Joram Beda exhorted that the community should strive to evolve to give a modern touch to make Nyokum Yullo celebration more enchanting and attractive, while adding that generation gap, change in attitude and approach between the old and the youth need to be sensibly balanced.  

Literary Activities Convenor of the Celebration, Joram Muthu dwelt on the evolution of Nyokum Yullo.

Among others, Swami Vishweshananda Secretary RKM, Father Cyriac, Director, DBYC, Taw Azu, Taring Mama and Tanya Agu attended as resource persons.

 

 

 

Politics of Lower Siang

The above statement of Chief Minister Pema Khandu was made publicly on two separate occasions at Pakke Kessang and Raga, not so long ago.  A reasonable thought, worthy of appreciation but alas, harder in implementation even for the Chief Minister with all of his powers and discretions.

The problems are not in the lack of will as often is the case with the political class but rather on two glaring aspects-the economic aspect and the socio-political aspect.

In the economic aspect is the obvious financial constrains for the state exchequer that comes with the establishment of a new district in terms of job creation or re-organisation of the entire administrative mechanisms and infrastructural developments.

But while the government more often than not, manoeuvres through the same without inviting much public ire, notwithstanding the time it takes from the proposal stage to its ultimate announcement, manoeuvring the second problem-the socio-political aspects, specifically building consensus on the district headquarter, is the real tricky part and one that has hindered the entire issue of district creation for long. And it certainly does not help when politicians use it as a tool to further their personal interest.

A case in point and one that is very recent is that of the issues pertinent to the new district of Lower Siang, carved out from West Siang and East Siang districts with areas covering the 28th Likabali Assembly Constituency and the 36th Nari-Koyu Assembly Constituency.

To begin with, the need for a separate district (Lower Siang) erupted among the locals more in the mid 90’s. But more than two decades on and the issue still raging, the stakeholders perhaps wiser, eventually resolved to sort out the differences specifically on the question of the district headquarter. Accordingly, on 17th September, 2016, a consultative meeting of the Seven Galo elected representatives under the initiative of Galo Welfare Society (GWS) resolved to push for Likabali as the temporary headquarter with immediate posting of Deputy Commissioner and Superintendent of Police who would then, in a later period look for permanent headquarter taking into accounts, all feasibilities for a district headquarter.

However, on February 7 when the Cabinet met and took up the matter regarding Lower Siang district, it decided to name Garu as the permanent district headquarter while keeping the temporary status of Likabali as the district headquarters intact.

The sudden decision again led to a public outrage in Likabali and Nari-Koyu areas and the public met the Cabinet decision of declaring Garu as the permanent headquarter with a 96 hours bandh and subsequently blocking the National Highway connecting West Siang district headquarter Aalo with the state capital Itanagar from February 12 last. The three days bandh which was temporarily called-off today had every government establishments, schools and even markets shutdown thus causing much inconvenience.

The relentless protesters which included members of District Demand joint Action committee, Lower Siang elite Forum, Jigo Yego Students Union, Ramle-Banggo Students’ Union, Ramle-Banggo Social and Environmental Protection Society, Likabali Youth Volunteers, Kangku Circle Students’ Union and Women Welfare Society meanwhile, put the onus on Likabali legislator and Minister for Health & Family Welfare Jomde Kena for the public outburst.

According to them, the decision to make Garu as the permanent headquarter was a unilateral and an arbitrary decision by Cabinet Minister Kena who they added, “Convinced his cabinet friends to vouch for Garu as it falls within his native homeland.”

Also making their stand clear, Sengo Taipodia, the chairman of DDJAC said, “We are not against Garu as the Headquarter per se. However, any decision in this regard, should be one that is in due consultations with the general public and agreeable to the majority population.”

Another senior public leader at Nari, Rekar Doye said, “The whole purpose of the creation of Lower Siang was to enable administrative efficiency in the foothill region. Now, Garu which is far beyond the foothills would be made the district headquarter, it would serve no purpose to the idea behind creation of Lower Siang district.”

Meanwhile, as of today, Chief Minister Pema Khandu who met with the representatives of the protesters, has agreed to ‘Review’ the February 7 Cabinet decision and in the meantime, initiate actions for immediate posting of a DC and SP at Likabali. On their part, the protesters have decided to call-off the ‘Bandh’ thus, ending the 96 Hours stand-off, for now.

 

 

 

Shapawng Yawng Manau Poi ends

BORDUMSA, Feb 15: The mega ethno cultural festival of the Singpho tribe concluded on February 15 at the Singpho Heritage Centre, Bordumsa after performing the Poi-Sat Manau (Valedictory Dance).

The annual festival of the Singphos has witnessed a marked development over the years and has been able to meet the motive of uniting and integrating the community. Over the years, it has witnessed people from other communities also joining the ora-ora dance during the festival donning Singpho attires.

The festival, organised under the aegis of Singpho Development Society, apex organisation of the Singpho tribe is basically a commemoration of the tribe's progenitor Shapawng Yawng. The manau (mass dance) is performed around a set of Shadungs (ceremonial pillars), which is also the sacred logo of the festival.

The Shadungs are pillars positioned vertically as well as horizontally painted in multi-colour in geometric and curved motifs. The Shadungs with curved motifs are considered male and those with geometric ones considered female.

The four-day 332rd edition of the festival commenced on February 12 with the unfurling of festival flag by Duwa Bisa Latnong, Singpho Chief, followed by gunshots to pay homage and mark the commencement of the festival. Delegates from various places arrived on the day and htunghkring manau (traditional dance) and kumrum manau (get together dance) were performed on the first. The second day also saw arrival of more guests and delegates.

The third day was attended by Chief Minister Pema Khandu, Deputy Chief Minister Chowna Mein and state BJP president Tapir Gao, Parliamentary Secretaries Chow Tewa Mein, Chow Zingnu Namchoom and Techi Kaso, and local MLA Nikh Kamin.

The Chief Minister opened the exhibition stall which displayed antiques and other items of traditional usage. He also launched the Singpho Multi Lingual Dictionary Mobile Application, besides releasing a souvenir.

A citation in appreciation for developing the Singpho Multi Lingual Dictionary was also handed over to Ven. Pannasara Mahathera, a Singpho Buddhist monk and a also a multi-linguist.

MLA Changlang (North) Tesam Pongte handed out the citations to the previous presidents and general secretaries for their services to the community by the Singpho Development Society. The meritorious students who topped in class x and class XII were also felicitated with certificates and laptops.

The 34th edition of the festival will be held at Namsai headquarter.   

Former minister C C Singpho, who was instrumental in developing the Singpho Heritage Centre, recalled the contribution of former Chief Minister late Dorjee Khandu in developing the heritage centre.

Secretary General Singpho Development Society Ongyun Maio was hopeful that the support and cooperation will continue in the future too.

He however was unhappy with the fact that this year, the Kachin delegates were barred from taking part by the Myanmarese government. He expressed hope that the Arunachal Government will initiate steps with Myanmar so that the permission is restored from next year.

 

 

 

Boulevard of Colours celebrates with Gyan Mission

Naharlagun, Feb 15:  'Got no wings, got no parachute, but I am gonna fly higher', sang K 4 Kekho to the enticed audience. In a time where we are wondering at the direction of our now generation, the attitude of the young musicians was a refreshing act. The organisers of the Boulevard of Colours requested the artistes of BoC to be a part of the Valentine's Day celebration at Gyan Mission, Itanagar and Oju Welfare Mission, Naharlagun and they enthusiastically consented.

The crew visited Gyan Mission and interacted with the children and exchanged gifts. The crew along with the artistes than visited the Oju Welfare Mission Orphanage in Naharlagun.  The artistes played for the children and the faculty members of the mission. While Geli Kamki and Liyir Karso enthralled the audience with their melodious voice, Rajesh Pabin impressed them with his dance skills. Kekho too stole the audience's heart with his performance and tracks. He also gave a preview of his un-released single 'My teeth lil bit yellow'.

The highlight of the day was the discovery of dancers from amongst the children at mission who were than invited to participate in the Dance Battle Jam. It may be mentioned here that these artistes have been participating enthusiastically in other such endeavors too. They were recently part of the 'Clean Your Stage' along with other musicians.

The 2nd edition of Boulevard of Colours - a two day Culture & Music Street Pageant organized by the Centre for Cultural & Research Documentation (CCRD), in collaboration with The Department of Art & Culture, Government of Arunachal Pradesh is going to be held along the Power House Road, from the tri-junction of Sango Hotel to tri-junction on G- Extension Road, Naharlagun from 5 PM to 8 PM on February 18 and 19 this year.

The BoC, which began last year, is an endeavor to involve the residents of Naharlagun in the Festival of Arunachal celebrations and to showcase the cultural diversity and performing arts of the tribes in the state. It is also emerging as a coveted space for creative expression by young artistes, musicians, authors and poets of the state.

 

 

 

 

Budget suggestions

ITANAGAR, Feb 15:  Initiative to bring in people's participation in budget 2017 has generated overwhelming response on social media, said a statement from the Chief Minister's Office.

The budget, which will be unveiled on March 6 this year, has received constructive suggestions in volumes.  Chief Minister Pema Khandu in order to encourage public participation and to bring greater transparency had invited suggestions from the public for budget 2017 through his official Facebook page.

The Chief Minister's Office has assured that all comments and suggestions posted are being considered and would be incorporated in the budget accordingly on need base.

Meanwhile, the Chief Minister's Office has also informed that suggestions for budget 2017 will be restricted from February 28 as preparation for budget is already underway.

 

 

 

Bandh call temporarily suspended

ITANAGAR, Feb 15: The Lower Siang Bandh Call Committee (LSBCC) has in a release on Wednesday said that it has temporarily suspended the 96 hours bandh call announced by the District Demand Joint Action Committee following the assurance by the Chief Minister to review the issue of permanent headquarters, wherein Garu was declared as permanent district headquarters of Lower Siang district, in the next Cabinet meeting.

The Committee further informed that, in a memorandum which was signed by over 30 people of 28 Likabali and 36 Nari-Koyu and submitted earlier to the Chief Minister, it was demanded that Cabinet decision on declaration of Garu as permanent headquarters of Likabali be immediately reviewed. They also sought early formation of core committee under Lower Siang Deputy Commissioner to search for location of permanent headquarters, taking into consideration various requirements.      

Meanwhile, in a separate release, the Lower Siang Elite Forum has also appreciated the Chief Minister for his decision to reconsider the previous Cabinet decision and help diffuse the tension persisting in Likabali and 36 Nari-Koyu (ST) assembly constituencies.

 

 

 

Puroiks seek ST status

ITANAGAR, Feb 15: The All Puroik Welfare Society (APWS) sought for immediate recommendation of Puroik Tribe as a separate Schedule Tribe and asked the state government to honour and implement the High Court order, in which the Court directed the state government to implement exclusive reservations for the community, including job quotas, housing facilities, job opportunities and educational facilities.

Meanwhile, with the objective to create awareness on social issues such as child marriage, child labour, child trafficking and judicious use of government funds and schemes, the APWS, along with All Puroik Students’ Union and All Puroik Youth Association also conducted awareness campaign in various districts, including Papum Pare, Kra Daadi Kurung Kumey, West Kameng and East Kameng.  

 

 

 

Wheelchairs, crutches, hearing aids distributed

KOLORIANG Feb 15: Wheelchairs, crutches, blind sticks and hearing aids were distributed by Parliamentary Secretary for Home, Pani Taram to about 72 persons as part of a daylong diagnostic-cum-free distribution of appliances to persons with disabilities programme conducted at Chera Talo Memorial District Hospital on Wednesday.

Itanagar, Feb 15: On the occasion of Statehood Day on February 20 next, the Arunachal Pradesh Women's Welfare Society, in collaboration with the District Administration,Capital Complex shall conduct two days mass marriage registration and  legal awareness  under the  theme "Empowering Women and Children" at Indira Gandhi Park, Itanagar.

Tana Muj passes away

LAPTAP, Feb 15: Tana Muj, a centenarian has breathed his last on February13 at his native village Laptap under Toru circle of Papum Pare after prolonged illness.

He was about 127 years at the time of his death, according to records maintained by the family.

His funeral service was conducted in Christian tradition on February 15 at Laptap village, where thousands thronged to pay homage to the legendary figure.

Born to late Tana Teji and late Likha Dipu (Tana) in 1890 at Parly village, Late Muj rouse to fame as a young social worker.

Late Muj contributed to the growth and development of NEFA to Arunachal Pradesh as councilor in 1965 and thereafter. Later, he was the head gaon burah till his demise. During anti-Christian movement in seventies; he protected   lives and properties of Christians of erstwhile Sagalee Sub-Division. He was also a great arbitrator and judge who solved many critical and complex disputes that confronted the society.

Late Muj had seven wives, and is now survived by four wives, children and grandchildren. (DIPRO)

 

 

 

Kena assures to revamp health sector in West Siang

ITANAGAR, Feb 15: Health and Family Welfare Minister Jomde Kena assured a team of student leaders from West Siang that he would give top priority to revamp the health sector in West Siang district.

Responding to a representation submitted by the team highlighting the myriad of problems faced by General Hospital, Aalo for the past several years, the minister said he would definitely address the problems and other shortcomings of the hospital soon.

Kena assured to visit the hospital after the budget session to get firsthand knowledge of the problems. He said that the process of creation of General Duty Medical Officer was underway and the required number of doctors would be posted soon in the hospital.

The visiting team in its representation strongly urged the Health Minister to address the shortage of doctors, medical staff and medical equipments, including X-Ray machines.

"Nothing much has changed in the hospital since its upgrade to the status of General Hospital except its name," the representation stated.

General Hospital, Aalo is the only referral hospital in the entire West Siang, but the lack of proper medical facility is forcing patients to go out of the district for better treatment and healthcare facilities, it informed.

The team also placed a demand before the minister for earmarking adequate funds in the upcoming budget.

The team, including members from Galo Students' Union was led by AAPSU Secretary Debate & Symposium Marli Kamki, who also is the official representative of AAPSU from West Siang.

An AAPSU team led by Marli Kamki also visited the hospital in the first week of this month and had collected data pertaining to the daily affairs of the hospital and shortages faced by the hospital.

 

 

 

State tourism dept in SATTE 2017

ITANAGAR, Feb 15: The Arunachal Pradesh Tourism Department is participating in the three days South Asian Tour and Travel Exchange (SATTE) being held at Pragati Maidan in New Delhi from Wednesday.

The SATTE is a business-to-business travel trade show, supported by the Ministry of Tourism, Government of India, with an aim to increase the tourists' inflow in the country.

 

 

 

Health Sub-centre inaugurated

ANINI, Feb 15:  A health sub-centre and a Rehko building funded under the MPLAD were inaugurated by Rajya Sabha Member, Mukut Mithi at Gipulin village on Wednesday.

Mithi also announced the extension of the Rehko building, for which DPR would be prepared and placed under MPLAD soon.

Earlier, the MP also attended the Reh festival celebration of the Idu Mishmis in the village.

While greeting people on the occasion, the MP spoke about the unification of the three sub-tribes of Mishmis and urged all to leave behind narrow parochial thoughts for a united Arunachal.

Later, the MP and MLA also released an Idu video album by Kumar Mihu on the occasion. (DIPRO)

 

 

 

DDCMC meeting held

AALO, Feb 15:  A meeting of the District Development Co-ordination and Monitoring Committee (DDCMC) was conducted by the DRDA under the chairmanship of West Siang DC-cum-Member Secretary, DDCMC, Gamli Padu at the DC's conference hall on Wednesday.

In his address, Padu stressed on conducting review meeting on time as per the laid down guidelines to share views with the elected representative, PRIs and executing agencies to take stock of the completed and ongoing schemes. He further said that meager fund flow from the central government is a result of non-uploading of progress of work in Management Information System (MIS) and stressed on the need to raise MIS percentage in different blocks of the district.   

Zilla Parishad Chairperson, Yaman Bagra also called for better coordination between executing agencies and PRIs on schemes.

Project Director, J T Obe also explained about centrally sponsored schemes like MGNREGA, PMAY (G), IWDMP and SAGY through a power-point presentation.

The meeting was also attended by the West Siang Zilla Parishad Chairperson, PRI members, HoDs from line departments, bankers and BDOs. (DIPRO)

 

 

 

Two legal aid clinics open at Tezu

TEZU, Feb 15: Continuing his whirlwind tour in various districts in order to strengthen legal services, Arunachal Pradesh State Legal Services Authority (APSLSA) Member Secretary, Budi Habung, on Wednesday dedicated two legal aid clinics -one at the District Court premises for the general public and the other   at Tezu District Jail for the jail inmates -in Lohit district.

The inaugural programme was followed by a brief awareness cum counseling session for the jail inmates. Speaking on the occasion, Habung highlighted the importance of such clinics in jails for providing free and competent legal services to the under trial prisoners and convicts, who are unable to engage private advocates to defend their cases.

While advocate Punda Padung gave a talk on "prisoners' right", District & Sessions Judge cum Chairman of District Legal Services Authority of Lohit and Dibang Valley, Ito Basar, and Jail DySP Radhe Doley also spoke on the occasion.

A film produced by NALSA on "Access to Justice for Under Trial Prisoners and Convicts" was also screened.

During the programme, the legal services authority appointed legal aid counsel for 13 under-trials and convicts, out of 21 convicts and 31 UTPs, who are lodged at District Jail, Tezu to represent their cases in the court. The Member Secretary also suggested the jail authority to file jail appeal on behalf of the convicts and provide basic amenities to the jail inmates as per the jail manual.

With the opening of two legal aid clinics, the state authority has so far activated 10 legal aid clinics in the state to facilitate access to justice, according to an official release.

Tiamso Boo, President of Lohit District Bar Association was also present on the occasion.

 

 

 

Sensitisation workshop on child marriage prevention

ITANAGAR, Feb 15: A daylong sensitisation workshop on prevention of child marriage was conducted by the Arunachal Women Helpline in coordination with Blue Foundation, a voluntary organization at Sopo Village of Papum Pare district recently.

The workshop aimed at helping local women and girls to understand their rights and empower themselves, besides providing a consultative platform to the villagers to take initiative to prevent child marriages.

Chairperson of Blue Foundation, Chuku Jerjo highlighted the adverse effects of child marriage on girls, while resource persons from State Resource Centre, Oju Welfare Association and Legal Aid Clinic spoke on different women and child-related issues. WHL Manager, Mina Toko also spoke on the occasion.

 

 

 

Oriah festival greetings

ITANAGAR, Feb 15: Governor P B Acharya and Chief Minister Pema Khandu greeted the people of the state, particularly Wancho Community, on the occasion of Oriah festival.

The Governor expressed hope that the festival will strengthen the emotional integration, brotherhood and mutual understanding amongst the citizens and also bring prosperity, happiness and tranquility in the society.

He appealed to the community to avail the opportunity to work in unison for promotion and rejuvenation of the rich and cultural heritage of the Wancho tribe.

"I pray to Almighty Rangwan to bless each one of us with his choicest blessing," the Governor said in his message.

In a message, the Chief Minister emphasized on wholehearted participation of all, irrespective of religious affiliations in indigenous festivals like Oriah that symbolizes the distinct cultural identity of the community.

The Chief Minister, while lauding the Wanchos for maintaining their supreme expertise in textile and handicrafts and traditional wood carving, prayed Almighty Jowan Rang for peace and prosperity of all.

 

 

 

DMO makes correction in figure

ITANAGAR, Feb 15: The Kra Daadi DMO clarified that the total number of applicants that appeared in the interview for the post of MTS/MPW was 1237.

The figure appeared as 12237 in a news item under the heading "DMO denies allegation" on February 15 due to a mistake typographical error by the releasing authority. The DMO regretted the inadvertent mistake.

 

 

 

Orgs appeal to DC

ITANAGAR, Feb 15: The Rikung Welfare Society and Sangdo Welfare Society, in a joint representation to the East Kameng Deputy Commissioner have appealed not to entertain the demand by United Leil Tara Youth Foundation (ULTYF) to arrest one Singdung Rikung.

In their representation, both the organizations apprised the Deputy Commissioner that a rally was organized on Tuesday under ULTYF demanding the arrest of Singdung Rikung, elder brother of one of the accused, Kebo Rikung in the SPA case (PS Case No.06/17) U/S 304/511/34IPC, alleging that Singdung Rikung is also one of the accused in the case.

"Singdung Rikung has nothing to do with this case and his name has been unnecessarily dragged into the controversy to give a twist to the investigation process and garner public sympathy," the representation said, and termed the allegation as baseless, concocted and an attempt to malign the image of Singdung.

"Singdung is not the biological brother of Bisap Sangdo. He bailed the alleged accused Bisap Sangdo on humanitarian ground," the representation said, adding that "to bail an alleged accused is not a crime."

The organisations also said that Singdung Rikung is not the bailer of alleged accused Kebo Rikung, but of accused Bisap Sangdo. Further, there is no mention of Singdung Rikung's name in the FIR, the representation said.

Both the organizations appealed to the Deputy Commissioner not to succumb to pressure of ULTYF and harass Singdung Rikung in the name of investigation by the police.

 

 

 

Charity show-cum-awareness campaign held

MECHUKA, Feb 15: A charity show-cum-awareness campaign on HIV/AIDS was organized at Mechuka by the All Tagin Students' Union, West Siang district unit on February 14.

A large crowd of PRI members, students and public actively participated in the daylong programmee.

Apart from making the people aware of HIV/AIDS, its causes and precautions, the Union also distributed blankets and other essential materials among the old aged, widowed and differently-abled persons of Mechuka Sub-division on the occasion.  

Arunachal Idol top 10 finalists Marge Doyi also enthralled the public in the evening with his melodious Bollywood songs.   

 

 

 

Union asks BSNL to improve service

ITANAGAR, Feb 15: Irked with constant poor service and frequent call drops, the All Bameng Khenewa & Lada Students' Union (ABKLSU) asked the BNSL authority to improve its service at ADC headquarter in East Kameng district. In a representation, the ABKLSU alleged that the BSNL service at Bameng is only functional whenever VIPs visit the place and poor services continue throughout the month. The union also resented that despite repeated approaches, the BSNL authority is not paying heed towards their issue.

 

 

 

Medical camp at remote Lamsa

KOHIMA, Feb 15:  the Khonsa battalion of Assam Rifles provided medical aid and relief to Lamsa, one of the remotest villages of Tirap district.

A total of 68 people attended the medical camp consisting of 26 males, 18 females and 24 children. The patients were provided free medicines and medical consultation, while a health awareness education class was also conducted.

The medical camp was inaugurated by the Commandant of the Khonsa Battalion, in presence of the Raja, GB and villagers of Lamsa, Katang, Changthing, Khela, Wathing, Kaimai and Kholagaon.

Put more money into scientific research activities

Once again the India's space scientists have made country proud by launching a record 104 satellites on a single rocket from the Sriharikota spaceport in Andhra Pradesh on Wednesday. Space agency ISRO successfully launched the satellites. With this India has become the first country to successfully carry so many satellites in a single mission. The Polar Satellite Launch Vehicle PSLV-C37 is the star of what has been described as an incredible step for the country's space programme. In the last decade India has made tremendous achievement in the field of space programme.

The Moon Mission of ISRO is a huge success till date. India won Asia's race to Mars in 2014 when its unmanned Mangalyaan spacecraft successfully entered the planet's orbit after a 10-month journey on a tiny budget. Since then Mangalyaan has been sending pictures and data to ISRO scientists helping to understand planet Mars. Amazingly the ISRO has made these achievements on a shoestring budget. Infact now they are earning huge revenue for the country by sending satellites of other countries to the space. The stunning achievements of Indian scientists shows that they can do wonders if properly supported. The Government of India needs to take inspiration from ISRO and start putting more money into research activities. India spends very less money on scientific research activities.

Don’t increase post

Dear Editor,

This is with reference to the letter "don't increase post"

published in the readers' forum of your esteemed daily. If the information of the number of A.E civil posts having been increased to 45 as against the original advertised 34 posts for the current recruitment  just before the viva-voce is true, it would be gross injustice to the unemployed engineers and unprecedented in the history of the APPSC.

Any such move could be construed as politically motivated because it would violate the laid down norm of 1:3 ratio for interview (the number of candidates selected for interview is only for 34 posts and not 45) and give undue advantage to certain written qualified candidates.

 So, I would like to appeal the APPSC not to create any controversy and keep any additional vacant posts received after the written result was declared for fresh recruitment as per the new annual exam calendar of the commission.

Stipend/Scholarship of APST students

Dear Editor,

I am writing about the recent catch-22 over the Stipend/Scholarship of APST students and their misconceptions on it. To begin with, under the scheme of Post Matric Scholarships to the students belonging to Scheduled Tribes for studies in India, Ministry of Tribal Affairs, Govt. of India, Article III (xii), No.11017/4/97-SCD-V dated 10.07.1998 states that a scholarship holder under this scheme will not hold any other scholarship/stipend.

Similarly, clause V(6) of  Arunachal Pradesh State Stipend Scheme 2012 (w.e.f. 01.04.2012) articulates the same provision as above.

Furthermore, a three-tier cross verification have been devised this year to avoid duplicates, since many such cases were witnessed in the preceding years wherein the students availed the both.

All in all, I must state that, Arunachal Pradesh - a nurturing state; must have contribution from all sections of the society for its well being. We as students can avail the center's benefit and convert the State's stipend fund for other developmental activities in education department.

And at this dawn of the new academic session, I hope my suggestions will be taken into consideration and may the students excel in their future endeavors with sincerity and diligence.

Process of scaling of marks

Dear Editor,

Through the columns of your esteemed daily, I would like to highlight the process of scaling of marks in UPSC optional (mains), which APPSC can adopt to do away with discrepancy in awarding marks in arts and descriptive science subjects.

The methods of marks moderation for the optional paper in UPSC are described below:

The personnel engaged in evaluation of answer script consist of Head examiner and other examiners. The head examiner is also the paper setter. If the numbers of papers to be examined are less than 350, the head examiner checks all the copies but if the number exceeds this limit then for each additional 300 copies, an additional examiner is appointed. The head examiner convenes a meeting of all the examiners in the UPSC premises within seven days of the conduct of an optional subject. All of them are asked to prepare model answers for all parts and sub parts of the question paper. These questions and answers are then thoroughly discussed. At the end of the discussion, the head examiner with the consensus of the additional examiners issues final guidelines.

After this the examiners examine all the copies within a specific time frame. Once this is over, all the copies are arranged in vertical stacks (examiner-wise) with the head examiner. The head examiner then conducts a sample survey.

In the sample survey, he chooses 20 copies from each stack (examiner). These 20 copies are - 5 which scored the highest in the stack; 5 which scored the lowest in the stack and 10 selected randomly. The head examiner then conducts upward or downward moderation of the marking of these copies, if the need be. If the discrepancy or deviation in any of the stack(s) is found erratic, he moderates the entire stack then.

Once the subject scrutiny is over the UPSC resorts to a statistical process known as normative linear regression and brings all the subjects on a common plane.

This is a snapshot of scaling process in optional subjects in UPSC. If APPSC adhere to it in letter and spirit, outstanding result could be achieved.  In 2011 mains, many sociology students got above 140 marks. But the same students got 80-100 average marks in the 2015 mains.  Many reported that their performance was better in 2015 than in 2011 mains. Obviously, moderation brought down their marks. But it was done for progressive good and to give level playing field to all the other optional subjects. I suffered the same fate by opting sociology as one of the optional in 2011 and 2015. Sociology was only subject that was regarded as high marks fetching subject for the arts students. But moderation has curtailed the scope of sociology in particular and arts graduate in general.

In this regard I request our commission to look into the matter and make proper and just scaling of marks of all the subjects like it did to sociology. However, subjects like maths, engineer, statistics; accountancy is different ball game all together where the final answer is the final score. With competent person like Taloh as the chairman of APPSC, we can expect a positive change very soon.

No further increment of post

Dear Editor,

Through the column of your esteemed daily, I would like to appeal to the APPSC not to further increase the number of post of A.E civil in this current recruitment exam as it is being heard from the reliable source that the strength of post has again been increased to 46 against the actual strength of 34 as per the final advertisement. Let all the additional posts be kept for the next recruitment exam and may be held as early as possible as many of us could not take the exam due to some rejections in the application forms.

Therefore, kindly allow us to have another chance of rectifying ourselves in the next recruitment exam before coming Lok Sabha election as most of our age validity is about to expire. Moreover, as per the rules, the number of post cannot be increased after the final notifications.
