AAPSU advices political parties to desist from mixing religion & politics
ITANAGAR, Feb 15: The All Arunachal Pradesh Students' Union (AAPSU) has criticized the All India Congress Committee and Minister of State for Home Affairs, Kiren Rijiju for indulging in verbal duel over conversion and Hindu population issue by embroiling the state of Arunachal Pradesh.
In a release, the apex student union in clear terms said that Arunachal is a hundred percent indigenous tribal dominated state and mudslinging each other for petty political gain at the expense of the state's name should be stopped from here on out.
"The political parties should desist from mixing religion and politics more so when it concerns the sentiments of indigenous people," the AAPSU warned.
While reiterating its earlier demand for posting of a regular Governor, the Union urged both state and union governments to look into the matter seriously without further delay and stop the practice of appointing caretaker Governor as early as possible.
Further, the AAPSU also appealed to the state government and Education Department to immediately release the stipends/scholarships of the students who are entitled to them, without any hiccups so that the restlessness among the students community due to delay in releasing stipends/scholarship is put to an end.
"The issue of stipend/scholarship has been already included in AAPSUs charter of demands that was submitted to the Chief Minister last month. The AAPSU won't remain silent on any errands on part of the Education Department in respect to the interest of the student's community", the Union added.

Mishmis celebrate Tamladu festival
TEZU, Feb 15: Tamladu, the main festival of the Mishmi community was celebrated with much gaiety at Tamladu Ground on Tuesday. It is mainly celebrated to propitiate the deities for peace and prosperity of mankind.
Art & Culture Minister and chief patron of Cultural and Literary Society of Mishmi (CALSOM), Dr Mohesh Chai said that art and culture are two very important departments and exhorted the youths to preserve their traditions to be passed on to posterity. He said that he is trying his best to rejuvenate the art and culture ministry during his tenure.
Changlang North MLA, Tesam Pongte spoke at length about traditional practices among various tribes of Arunachal and expressed his happiness at being a part of Tamladu celebration. He opined that culture must be preserved and protected at any cost.
Deputy Commissioner Danish Ashraf also appealed everyone to preserve the age old
culture and folklores which are on the verge of extinction. He said that preservation
of wildlife is an inherent nature among Mishmis by means of taboos and rituals, and

While the former was developed by Sokhep Kri, Barum Masong, Khruleso Ngadong and aided by Dr Roger Blench, the latter saw the collaboration of Johakso Manyu, Jabralum Chaitom and Naina Chai, who were aided by linguist Dr Jonathan Smith.
Special invitees, Mishmi Welfare Society Itanagar unit President Dr Sopai Tawsik emphasized on the need for unification of different Mishmi groups for the betterment of the coming generations, while Dr Rajiv Miso and members of Idu Mishmi Cultural and Literary Society stressed on the early construction of Mishmi cultural and heritage center at Itanagar. Miso also sought support from all walks of life for the same.
Later, there were dance presentations by Mishmi, Idu Mishmi, Nyishi and Idu groups. A fashion show by tiny tots of Tezu turned out to be the star attraction, while famous Mishmi singer Sokhep Kri belted out melodious songs from his collection. The dance troupe Jumping Jacks also gave a highly charged performance.

REILA begins at RGGP

ITANAGAR, Feb 15: The Rajiv Gandhi Government Polytechnic (RGGP) College has begun celebrating the annual games and sports meet REILA (Recreation, Entertainment, Information and Literary Activities), which was declared open by Chief Secretary Shakuntala D Gamlin on Wednesday, in presence of Special Secretary Education Mitali Namchoom and NHPC Executive Director Ronel Kumar.
On the occasion, the student union of RGGP submitted a memorandum to the Chief Secretary seeking construction of boundary wall to stop encroachment of college land, separate road for college and maintenance of existing road.

Principal of RGGP, Dr A K Triparthi highlighted the history of the college and various initiatives taken by them in the field of skill development. APYB lambasts Rijiju for his 'declining Hindu population' statement
ITANAGAR, Feb 15: The Arunachal Pradesh Youth Brigade (APYB) has strongly criticized Union Minister of State for Home Affairs, Kiren Rijiju for his recent statement that "Hindu population was decreasing in India as they never convert people, while minorities are flourishing unlike some other countries", and demanded a public apology from him.
In a release, the APYB has termed the statement as irresponsible, immature and said that such unbecoming attitude and statement from a Union Minister is "really unfortunate and unacceptable".
Demanding a public apology from Rijiju, the Youth Brigade also sought his immediate resignation on moral ground for religious polarization with political and communal agenda for his own vested interest, which the organisation claimed would not be tolerated by the people of this state. "The sentiments of the people of this state should be respected and honoured by Rijiju", they added.
The APYB alleged that the voice Rijiju raised about depleting Hindu population is a subject of the RSS and he just echoed the communal polarization statement of RSS Chief Mohan Bhagwat, who recently said that "everyone born in the country is a Hindu. Even Muslims are Hindus by nationality; they are Muslims by faith only".
"We would like to question Rijiju. Why he and his BJP party and RSS want to curtail the right of religion of an individual?' the APYB asked.
Further, they added, "MoS Home Rijiju is a personality with two faces. In Arunachal Pradesh, he has praised Christianity just to get support and votes from the Christian community in the election and at the same time he is playing against the sentiments of Christians and other minority communities to impress the national leaders of BJP and RSS."
"In the recent past also, the BJP and its affiliates have premeditated its effort to polarize the country over cow slaughter and beef eating. We caution BJP, RSS and its leaders not to play communal politics in the near future to divide people in the name of religion, caste and creed," the APYB added.
Discourse bats for core value of Nyokum Yullo
ITANAGAR, Feb 15: 'The core value of Nyokum Yullo should not be compromised and should instead be preserved by every member of the community', the house resolved after an intellectual discourse on "Nyokum Yullo: Change and Continuity", which was held at Dera Natung Government College Itanagar, recently.
The discourse was part of the Nyokum Yullo Golden Jubilee Celebration 2017, organised by the celebration committee. The house also viewed that effective measures should be taken to preserve, propagate and promote true and core values of Nyokum Yullo festival.
The intellectual discourse discouraged the deviation of Nyokum festivity by gambling, dice and excessive drinking. It also viewed that steps need to be taken to rationalize the cost of traditional dresses, ornaments, etc.
Stressing on core value of the culture, PHED Minister Bamang Felix said, "We need to educate the people of the community to imbibe values of Nyokum in their thoughts and actions. Nyokum Yullo should not be celebrated just to slaughter mithuns and indulge in gambling and drinking".
State Chief Information Commissioner Dr Joram Begi , who is also the Chairman of the Celebration Committee highlighted the objectives of the discourse and explained the reason for choosing the theme, "Nyokum Yullo: Change and Continuity". Dr Begi also observed that "few members from the community who embraced other religions are reluctant to participate in the festival".
In his deliberation, Planning Secretary Dr Joram Beda exhorted that the community should strive to evolve to give a modern touch to make Nyokum Yullo celebration more enchanting and attractive, while adding that generation gap, change in attitude and approach between the old and the youth need to be sensibly balanced.

The above statement of Chief Minister Pema Khandu was made publicly on two separate occasions at Pakke Kessang and Raga, not so long ago. A reasonable thought, worthy of appreciation but alas, harder in implementation even for the Chief Minister with all of his powers and discretions.
The problems are not in the lack of will as often is the case with the political
class but rather on two glaring aspects-
In the economic aspect is the obvious financial constrains for the state exchequer
that comes with the establishment of a new district in terms of job creation or re-
But while the government more often than not, manoeuvres through the same without
inviting much public ire, notwithstanding the time it takes from the proposal stage
to its ultimate announcement, manoeuvring the second problem-
A case in point and one that is very recent is that of the issues pertinent to the
new district of Lower Siang, carved out from West Siang and East Siang districts
with areas covering the 28th Likabali Assembly Constituency and the 36th Nari-
To begin with, the need for a separate district (Lower Siang) erupted among the locals more in the mid 90’s. But more than two decades on and the issue still raging, the stakeholders perhaps wiser, eventually resolved to sort out the differences specifically on the question of the district headquarter. Accordingly, on 17th September, 2016, a consultative meeting of the Seven Galo elected representatives under the initiative of Galo Welfare Society (GWS) resolved to push for Likabali as the temporary headquarter with immediate posting of Deputy Commissioner and Superintendent of Police who would then, in a later period look for permanent headquarter taking into accounts, all feasibilities for a district headquarter.
However, on February 7 when the Cabinet met and took up the matter regarding Lower Siang district, it decided to name Garu as the permanent district headquarter while keeping the temporary status of Likabali as the district headquarters intact.

According to them, the decision to make Garu as the permanent headquarter was a unilateral and an arbitrary decision by Cabinet Minister Kena who they added, “Convinced his cabinet friends to vouch for Garu as it falls within his native homeland.”
Also making their stand clear, Sengo Taipodia, the chairman of DDJAC said, “We are not against Garu as the Headquarter per se. However, any decision in this regard, should be one that is in due consultations with the general public and agreeable to the majority population.”
Another senior public leader at Nari, Rekar Doye said, “The whole purpose of the creation of Lower Siang was to enable administrative efficiency in the foothill region. Now, Garu which is far beyond the foothills would be made the district headquarter, it would serve no purpose to the idea behind creation of Lower Siang district.”

of the protesters, has agreed to ‘Review’ the February 7 Cabinet decision and in
the meantime, initiate actions for immediate posting of a DC and SP at Likabali.

He however was unhappy with the fact that this year, the Kachin delegates were barred from taking part by the Myanmarese government. He expressed hope that the Arunachal Government will initiate steps with Myanmar so that the permission is restored from next year.

Budget suggestions
ITANAGAR, Feb 15: Initiative to bring in people's participation in budget 2017 has generated overwhelming response on social media, said a statement from the Chief Minister's Office.
The budget, which will be unveiled on March 6 this year, has received constructive suggestions in volumes. Chief Minister Pema Khandu in order to encourage public participation and to bring greater transparency had invited suggestions from the public for budget 2017 through his official Facebook page.
The Chief Minister's Office has assured that all comments and suggestions posted are being considered and would be incorporated in the budget accordingly on need base.
Meanwhile, the Chief Minister's Office has also informed that suggestions for budget 2017 will be restricted from February 28 as preparation for budget is already underway.

ITANAGAR, Feb 15: The All Puroik Welfare Society (APWS) sought for immediate recommendation of Puroik Tribe as a separate Schedule Tribe and asked the state government to honour and implement the High Court order, in which the Court directed the state government to implement exclusive reservations for the community, including job quotas, housing facilities, job opportunities and educational facilities.

Tana Muj passes away
LAPTAP, Feb 15: Tana Muj, a centenarian has breathed his last on February13 at his native village Laptap under Toru circle of Papum Pare after prolonged illness.
He was about 127 years at the time of his death, according to records maintained by the family.
His funeral service was conducted in Christian tradition on February 15 at Laptap village, where thousands thronged to pay homage to the legendary figure.
Born to late Tana Teji and late Likha Dipu (Tana) in 1890 at Parly village, Late Muj rouse to fame as a young social worker.
Late Muj contributed to the growth and development of NEFA to Arunachal Pradesh as
councilor in 1965 and thereafter. Later, he was the head gaon burah till his demise.

Kena assures to revamp health sector in West Siang
ITANAGAR, Feb 15: Health and Family Welfare Minister Jomde Kena assured a team of student leaders from West Siang that he would give top priority to revamp the health sector in West Siang district.
Responding to a representation submitted by the team highlighting the myriad of problems faced by General Hospital, Aalo for the past several years, the minister said he would definitely address the problems and other shortcomings of the hospital soon.
Kena assured to visit the hospital after the budget session to get firsthand knowledge of the problems. He said that the process of creation of General Duty Medical Officer was underway and the required number of doctors would be posted soon in the hospital.
The visiting team in its representation strongly urged the Health Minister to address
the shortage of doctors, medical staff and medical equipments, including X-
"Nothing much has changed in the hospital since its upgrade to the status of General Hospital except its name," the representation stated.
General Hospital, Aalo is the only referral hospital in the entire West Siang, but the lack of proper medical facility is forcing patients to go out of the district for better treatment and healthcare facilities, it informed.
The team also placed a demand before the minister for earmarking adequate funds in the upcoming budget.

Sensitisation workshop on child marriage prevention
ITANAGAR, Feb 15: A daylong sensitisation workshop on prevention of child marriage was conducted by the Arunachal Women Helpline in coordination with Blue Foundation, a voluntary organization at Sopo Village of Papum Pare district recently.
The workshop aimed at helping local women and girls to understand their rights and empower themselves, besides providing a consultative platform to the villagers to take initiative to prevent child marriages.

Oriah festival greetings
ITANAGAR, Feb 15: Governor P B Acharya and Chief Minister Pema Khandu greeted the people of the state, particularly Wancho Community, on the occasion of Oriah festival.

DMO makes correction in figure
ITANAGAR, Feb 15: The Kra Daadi DMO clarified that the total number of applicants that appeared in the interview for the post of MTS/MPW was 1237.
The figure appeared as 12237 in a news item under the heading "DMO denies allegation" on February 15 due to a mistake typographical error by the releasing authority. The DMO regretted the inadvertent mistake.
Orgs appeal to DC
ITANAGAR, Feb 15: The Rikung Welfare Society and Sangdo Welfare Society, in a joint representation to the East Kameng Deputy Commissioner have appealed not to entertain the demand by United Leil Tara Youth Foundation (ULTYF) to arrest one Singdung Rikung.
In their representation, both the organizations apprised the Deputy Commissioner that a rally was organized on Tuesday under ULTYF demanding the arrest of Singdung Rikung, elder brother of one of the accused, Kebo Rikung in the SPA case (PS Case No.06/17) U/S 304/511/34IPC, alleging that Singdung Rikung is also one of the accused in the case.
"Singdung Rikung has nothing to do with this case and his name has been unnecessarily dragged into the controversy to give a twist to the investigation process and garner public sympathy," the representation said, and termed the allegation as baseless, concocted and an attempt to malign the image of Singdung.
"Singdung is not the biological brother of Bisap Sangdo. He bailed the alleged accused Bisap Sangdo on humanitarian ground," the representation said, adding that "to bail an alleged accused is not a crime."
The organisations also said that Singdung Rikung is not the bailer of alleged accused Kebo Rikung, but of accused Bisap Sangdo. Further, there is no mention of Singdung Rikung's name in the FIR, the representation said.
Both the organizations appealed to the Deputy Commissioner not to succumb to pressure of ULTYF and harass Singdung Rikung in the name of investigation by the police.

Union asks BSNL to improve service
ITANAGAR, Feb 15: Irked with constant poor service and frequent call drops, the All Bameng Khenewa & Lada Students' Union (ABKLSU) asked the BNSL authority to improve its service at ADC headquarter in East Kameng district. In a representation, the ABKLSU alleged that the BSNL service at Bameng is only functional whenever VIPs visit the place and poor services continue throughout the month. The union also resented that despite repeated approaches, the BSNL authority is not paying heed towards their issue.
Medical camp at remote Lamsa
KOHIMA, Feb 15: the Khonsa battalion of Assam Rifles provided medical aid and relief to Lamsa, one of the remotest villages of Tirap district.
A total of 68 people attended the medical camp consisting of 26 males, 18 females and 24 children. The patients were provided free medicines and medical consultation, while a health awareness education class was also conducted.
The medical camp was inaugurated by the Commandant of the Khonsa Battalion, in presence of the Raja, GB and villagers of Lamsa, Katang, Changthing, Khela, Wathing, Kaimai and Kholagaon.

number of A.E civil posts having been increased to 45 as against the original advertised
34 posts for the current recruitment just before the viva-
Any such move could be construed as politically motivated because it would violate the laid down norm of 1:3 ratio for interview (the number of candidates selected for interview is only for 34 posts and not 45) and give undue advantage to certain written qualified candidates.
So, I would like to appeal the APPSC not to create any controversy and keep any additional vacant posts received after the written result was declared for fresh recruitment as per the new annual exam calendar of the commission.

Process of scaling of marks
Dear Editor,
Through the columns of your esteemed daily, I would like to highlight the process of scaling of marks in UPSC optional (mains), which APPSC can adopt to do away with discrepancy in awarding marks in arts and descriptive science subjects.
The methods of marks moderation for the optional paper in UPSC are described below:
The personnel engaged in evaluation of answer script consist of Head examiner and other examiners. The head examiner is also the paper setter. If the numbers of papers to be examined are less than 350, the head examiner checks all the copies but if the number exceeds this limit then for each additional 300 copies, an additional examiner is appointed. The head examiner convenes a meeting of all the examiners in the UPSC premises within seven days of the conduct of an optional subject. All of them are asked to prepare model answers for all parts and sub parts of the question paper. These questions and answers are then thoroughly discussed. At the end of the discussion, the head examiner with the consensus of the additional examiners issues final guidelines.
After this the examiners examine all the copies within a specific time frame. Once
this is over, all the copies are arranged in vertical stacks (examiner-

Through the column of your esteemed daily, I would like to appeal to the APPSC not to further increase the number of post of A.E civil in this current recruitment exam as it is being heard from the reliable source that the strength of post has again been increased to 46 against the actual strength of 34 as per the final advertisement. Let all the additional posts be kept for the next recruitment exam and may be held as early as possible as many of us could not take the exam due to some rejections in the application forms.
Therefore, kindly allow us to have another chance of rectifying ourselves in the next recruitment exam before coming Lok Sabha election as most of our age validity is about to expire. Moreover, as per the rules, the number of post cannot be increased after the final notifications.
